Accepting an Airport Improvement Program (AIP) grant from the FAA obligates an airport to comply with several Civil Rights statutes, Executive Orders and other Federal Regulations.

The five general areas that categorize the multiple federal civil rights requirements include Nondiscrimination in Benefits and Service to the Public; Nondiscrimination in Employment in Federally Assisted Construction Contracts; Nondiscrimination in Airport Employment Opportunities; Nondiscrimination in Benefits for, Services to, Employment of and Accessibility for the Handicapped and Disadvantages Business Enterprise Program. TAC focuses on assisting airports comply with the FAA Disadvantaged Business Enterprise program requirements.

Disadvantaged Business Enterprise (DBE) Program

Airports seeking AIP participation in projects that equal or exceed an accumulative amount of $250,000 within a fiscal year must have an approved DBE program on file with the FAA prior to issuance of a grant.The Sponsor's approved program must establish regional goals that facilitate participation by available DBE firms in their federally assisted projects.
